Endorsement of Leagues and Associations’ Activities

The minimum requirements for the endorsement of activities of LGU leagues and associations are as follows:

    Submission of Request

    The requesting league or association submits the core requirements and any additional documents applicable to its activity.

    • Written request for endorsement
    • Activity design signed by the highest official, stating rationale, objectives, target participants, venue and schedule, registration fee, and budgetary requirements
    • Program or session guide
    • For Lakbay-Aral or benchmarking: approved itinerary, travel orders, host confirmation, official participant list, league resolution if applicable, C/MLGOO CapDev-alignment certification, and officer-in-charge designation if applicable

    Initial & Substantive Review

    The receiving office checks the completeness of documents and reviews the compliance and relevance of the activity.

  3. 3

    Multi-Level Approval & Endorsement (DILG)

    The DILG offices approve and endorse the activity up to the RO level.

  4. 4

    Elevation to Central Office (If Applicable)

    For requests beyond delegated authority, the Regional Office prepares the endorsement and transmittal for DILG Central Office review and appropriate action.

    Issuance of Endorsement

    The endorsement is issued by the Provincial Director, Regional Director, or Central Office when elevated.

  6. 6

    Client Satisfaction Survey

    After issuance and completion, the requesting LGU, league, or association evaluates the quality, efficiency, and responsiveness of the service provided.

Confirm which classification applies to your organization before preparing the request for endorsement documents.

    Leagues of LGUs

    These include the Liga ng mga Barangay, League of Municipalities of the Philippines, League of Cities of the Philippines, and League of Provinces of the Philippines. Other leagues, associations, partnerships, or LGU cooperations may request endorsement provided a duly certified copy of their MOA, incorporation document, or partnership agreement is furnished to the office.

    Leagues of local officials

    These include the Philippine Councilors’ League, Vice Mayors’ League, and Sangguniang Kabataan Federation. Other leagues or associations of elective or appointive local officials must submit a duly certified copy of their Articles of Incorporation or By-laws unless these were submitted previously.

    Events under Central Office authority

    Nationwide, island-wide, and regional events must be submitted directly to the Central Office for the usual endorsement process.
